Leesburg Police Records Search
Leesburg police records cover arrest data, incident reports, crash files, and case documents kept by the Leesburg Police Department and, for court matters, the Loudoun County Circuit Court. Unlike most Virginia localities on this site, Leesburg is a town in Loudoun County rather than an independent city. That means the Leesburg Police Department handles local law enforcement, but felony cases and major court filings go through the Loudoun County court system. This page explains how to search for and get copies of police records in Leesburg, including the right contacts, fees, and request steps for each agency involved.
Leesburg Overview
Leesburg Police Department Records
The Leesburg Police Department is the primary source for police records in town. The department has a separate FOIA process for police records, handled through the Public Information Office. Michele Bowman serves as the Manager of Public Information and Community Engagement and is the designated FOIA contact for police records. All FOIA requests for police files should go to her office directly.

You can file a request by email, mail, phone, or in person. Written requests are not required by law, but putting your request in writing helps avoid confusion. Include your name, address, and a clear description of the records you need. The department must respond within five working days. If they need more time, they can take up to seven extra days for a total of 12 working days.
The Leesburg Police Department charges fees based on actual costs. Staff time may be charged for requests that take more than 15 minutes of research or need more than 25 pages of copies. Hard copies may cost extra for supplies. If the estimate goes over $200, you must pay in full before the work begins. Radio transmissions, phone recordings, and video or audio files may also be part of a FOIA request and carry their own charges.
Leesburg Police Records and FOIA Rights
Under the Virginia Freedom of Information Act, Code of Virginia Section 2.2-3700 et seq., all public records in Leesburg are presumed open. That includes police reports, arrest logs, and incident data. The Town of Leesburg is committed to open government and provides access to existing public records by request. However, certain records are exempt from release.
Common exemptions for Leesburg police records include criminal investigation files, personnel records, attorney-client privilege materials, and records tied to ongoing investigations. Criminal investigative files are defined broadly under FOIA. They cover complaints, court orders, memos, notes, maps, photos, reports, witness statements, and evidence connected to a criminal investigation or prosecution. If part of your request is denied, the town must tell you which exemption applies.
If the town gives you a cost estimate and you do not respond within 30 days, your request is considered withdrawn. You always have the right to ask for an estimate before any work starts. That way you know the cost up front and can decide whether to move forward.
Note: For general town records that are not police-related, contact Eileen Boeing, Clerk of Council, at (703) 771-2733 or clerk@leesburgva.gov. Police records go through a separate process.
Loudoun County Court Records
Because Leesburg is a town in Loudoun County, court records for criminal cases go through the Loudoun County Circuit Court. The courthouse is located at 18 East Market Street, 2nd Floor, in Leesburg. The phone number is (703) 777-0270, and office hours are Monday through Friday, 8:00 AM to 4:00 PM.
The Circuit Court handles felony cases, civil cases over $25,000, and family law matters. You can search for case information online through the Virginia Circuit Court Case Information System. This free tool lets you look up cases by name, case number, or hearing date. For misdemeanor and traffic cases, use the General District Court Online Case Information System.
The Loudoun County Sheriff's Office also plays a role in police records for the broader county area. The Sheriff's administration building is at 803 Sycolin Road SE, Leesburg, VA 20175. Phone: (703) 777-0407. The Records Section mailing address is P.O. Box 7200, Leesburg, VA 20177-7200. You can request arrest records through the county's online FOIA public records request system, or by mail, email, phone, or in person.
Leesburg Police Records Fees
The Town of Leesburg follows Virginia Code Section 2.2-3704(F) for fee schedules. Charges cannot go past the actual cost of searching, copying, and providing the records. The town uses a tiered rate for staff labor on FOIA-related work. No general overhead costs can be added to your bill.
If the town needs an outside vendor for large document copying or scanning, those vendor charges go to the requester. The same goes for records stored at the town's long-term storage facility. Delivery fees from the storage provider are passed along to whoever made the request.
Note: Estimates over $200 require full payment in advance. If you do not respond to an estimate within 30 days, the town treats your request as withdrawn.
State Police Background Checks
For a criminal history check that covers all of Virginia, use the Virginia State Police. Submit Form SP-167 to the Central Criminal Records Exchange. The fee is $15. The form must be notarized before mailing it to Virginia State Police, CARE, 7700 Midlothian Turnpike, North Chesterfield, VA 23235. Processing takes about 15 business days.
The Virginia State Police also runs the Sex Offender and Crimes Against Minors Registry, which you can search online for free. For the FOIA portal at the state level, visit vsp.nextrequest.com. This is where you submit requests for state police files and documents that are not held locally in Leesburg.
Search Leesburg Police Records Online
You can look up Leesburg-area case records through the Virginia Judicial System's free online tools. The Virginia Courts Case Information page connects to both circuit and district court search systems. The OCIS 2.0 system covers circuit court cases, while the General District Court system handles traffic and misdemeanor data. There is no statewide search option for circuit court cases, so you need to select the Loudoun County court specifically when searching.
The Virginia Judicial System Self-Help website is another useful tool. It helps with understanding how to find cases, which courts handle which types of records, and how to navigate the system. Juvenile and Domestic Relations Court cases are not available online to protect confidentiality.
For questions about FOIA rights or if you think your request was handled wrong, contact the Virginia Freedom of Information Advisory Council. They give free advisory opinions and can help resolve disputes without going to court.
The Virginia Courts Case Information System lets you search criminal and civil cases in Loudoun County courts that handle Leesburg matters.
