Virginia has 39 independent cities that operate their own police departments and court systems, separate from any county. Each city handles police records through its own police department and Circuit Court. Police records requests go through the city's FOIA officer or police records division. Unlike most states, Virginia's independent cities are not part of any county, so they keep their own arrest logs, incident reports, and criminal case files.
