Norton Police Department Records
The City of Norton Police Department is the main law enforcement agency in Norton. The department is based at the Municipal Building and handles all FOIA requests for city police records. Norton police records staff keep incident reports, arrest records, crash data, and internal policy files. In May 2023 the department released a 524-page policy manual in response to a FOIA request from OpenOversightVA.

To file a complaint about officer conduct, you can come to the police department and tell any employee you want to file a complaint. You can also call or submit a signed, notarized complaint to the Chief of Police. A supervisory officer will assist with filling out the complaint form. The case is then investigated. It may take up to 30 days. If the complaint investigation takes longer, you will be notified.
The Norton Police Department is small by Virginia standards. FOIA requests get direct handling by the Records Unit. Norton police records are fewer in volume than those from larger cities, which often means faster turnaround. Still, the same state FOIA rules apply to every request.
Records held by the department include incident reports, arrest data, crash reports, body camera video, and the policy manual released via FOIA. Crash reports typically need the report number and your ID. Incident reports may be requested by parties involved or through formal FOIA. Adult arrestee photos may also be released under Virginia law, while suspect information such as name, address, date of birth, and pending charges is often held back as part of general requests.
Norton Police Records FOIA Process
The Virginia Freedom of Information Act gives you the right to request Norton police records. Under Virginia Code Section 2.2-3700 et seq., all public records are presumed open unless an exemption applies. You can file your request by mail, email, phone, or in person. You do not have to say why you want the records.
Norton must respond within five working days. Day one is the day after the request comes in. Weekends and holidays do not count. If Norton needs more time, the city can take up to seven extra working days after sending written notice. Criminal investigative files under Virginia Code Section 2.2-3706.1 allow up to 60 extra working days.
Common exemptions are in Virginia Code Section 2.2-3706. This covers criminal investigation files, witness identities, victim data, and personnel files. If a request is denied, Norton must cite the exact code section and give a reason. You can appeal to the Virginia Freedom of Information Advisory Council or file in circuit court.
Note: The City of Norton Sheriff's Office released its 239-page General Orders Manual to OpenOversightVA via FOIA in May 2023. Policy documents are disclosable through the same process.
